People take the lead role

From the Old Testament- Jethro to Moses:


Wouldn’t it be better if we would have a
leader for 5 people, for ten, for twenty, for 50
or a hundred?
FOR ANGELITO MANALILI, COMMUNITY ORGANIZATION IS CULTURALLY
ROOTED. IT MUST RESPECT THE VALUES OF THE PEOPLE.

1. Entering the Community: Preparatory


– Preliminary social analysis- way of life, customs and
traditions, religion, livelihood, primary problems
– Plan how enter community (contact person, place
to stay, who will introduce you to the others, invite
you to community activities)
– No “grandstanding” (low profile)
– Adapt clothing and manners to local people
2. Integrating with people (from stranger to feeling one
with the community, you become one among them)

– Start with host family ( you are not a visitor. Help in


the household chores with sincerity)
– Invited by host family, you will join community
traditional meeting
– Join production work
– Experience community life
3. Social Analysis

– People’s lives, experiences, hopes


– Process is collective and continuing
– Relate problem of the community to deep-seated problems of
society and nation

4. Spotting and Developing Indigenous Leaders (front liners, 2nd and 3rd
liners) in the Community
– Indigenous – from among the poor,
– Spot those who have firm grasp of community situation and
problem and are willing to act and be committed to the cause of the
poor
– Spend more time with these leaders – to discuss, educate, raise
consciousness and to enrich their knowledge to lead and skills as
leaders
5. Core Group Building
– Potential leaders – internalized need for people to
be united
– Core group - discuss and study regularly

6. Expansion of Core Group


– Core group recruit other members
– Each member represents a sector – who develop
other leaders
– Core group multiply into sectors
– Not leader-centered (not elitist) – expand to cover
the entire community
7. Setting up of Formal Organization
– General assembly – ready to organize, people are
convinced of need to unite, aware of their common
aspirations, strengths
– Tasking based on capability

8. Strengthening the Organization


– Sustain membership
– Organization face challenges, correct mistakes

9. Federation building
– multi-sectoral alliances
