BACKGROUND

 The Social Protection Handbook is part of the different initiatives of the


SubCommittee on Social Protection (SCSP) to institutionalize social protection
from the national to the local levels.

 The process of developing the handbook started in May 2012 upon the completion
of the SP operational framework with a series of national and regional cluster
consultations followed by pilot testing in Cabanatuan City and Pakil, Laguna.

 Social Protection Handbook serve as the primary reference of local government


units (LGUs), civil society organizations (CSOs), and government agencies in
implementing social protection programs. The handbook shall likewise be a
useful tool for providing social protection lens in the regular course of planning,
budgeting, implementing, monitoring and evaluating social protection programs
at the local level.
PURPOSE

 To provide specific guidelines of integrating Social Protection at the local


level

 To help localities understand SP policy, projects and program

 To empower and capacitate local government units, civil society


organizations, and government agencies in implementing SP
interventions

DSWD ROLE
 Print and disseminate the Social Protection (SP) Handbook to local government
units and concerned agencies at the national and regional level;

 Conduct training of trainers (TOT) at the provincial level, as well as the roll-out of
SP Handbook at the municipal/city level;

 Appropriate funds for the conduct of the training of trainers and roll out activity
for the utilization of SP Handbook;

 Provide technical assistance to the Local Government Units (LGUs) on the use of
SP handbook at the local level;

 Encourage the Regional Development Committees (RDCs) to determine


appropriate mechanism or committee to coordinate, monitor policies and
programs and projects related to social protection;
DSWD ROLE
 Coordinate with the Provincial Officers (PSWDO, PPDO & LGOO) regarding on the
monitoring of LGUs utilization of SP Handbook;

 Coordinate with the SDC-Subcommittee on Social Protection (SCSP) on matters


concerning social protection, particularly on the organization of activities such as
fora and conference as this can serve as venue for sharing of good practices and
experiences on social protection;

 Draw up a mechanism between and among the various national departments and
private sector for the mobilization, coordination, monitoring and evaluation of
social protection programs; and

 Coordinate with DILG and suggest criteria which can be incorporated in the DILG’s
Seal of Good Governance and/or other DILG efforts to promote full participation
of LGUs in mainstreaming SP at the local level.
 
DILG ROLE
 Enjoin all LGUs to utilize the SP Handbook as reference in planning, implementing,
monitoring and evaluating SP programs, including the use of SP VAM in assessing risks and
vulnerabilities, as well as the preparation of Social Protection Development Report (SPDR);

 Enjoin all LGUs to attend the Training of Trainers and roll-out of SP Handbook and assist
DSWD in the conduct of these activities;

 Review the indicators of the Seal of Good Local Governance particularly along social
protection considering the elements of social protection framework as recommended by
DSWD;

 Review all related guidelines on local planning to consider social protection in coordination
with DSWD and SDC Sub-Committee on Social Protection; and

 Disseminate this Joint Memorandum Circular to all LGUs within their respective territorial
jurisdiction.
LGU ROLE
 Utilize the SP Handbook including the use of Social Protection Vulnerability and Adaptation
Manual (SP-VAM) for planning, implementing, monitoring and evaluating social protection
programs and in assessing the risks and vulnerabilities of the locality, respectively, through
issuance of local ordinance/resolution;

 Integrate social protection in the Comprehensive Development Plan to ensure that social
protection permeates local development processes;

 Prepare the Social Protection Development Report (SPDR) which serves as reference for
local development planning, budgeting and monitoring, as well as report of implementation
of social protection programs for submission to DSWD Regional Office;

 Initiate, implement and monitor responsive and innovative social protection programs,
strategies and initiatives that would reduce people’s vulnerabilities and get them out of
poverty; and

 Document good practices in social protection which can be shared through publications or
during conferences and fora on social protection.  
Updates

 Printed 2,000 copies of SP Handbook

 Training of Trainers was conducted on September 16-20, 2014 and


September 30 – October 3, 2014 in Regions III and XI, respectively. A total
of 25 attendees consisting of seven (7) provinces of Region III, 18
participants from Davao City and four (4) provinces of Region XI were
trained.

 Roll out in the provinces of Bataan and Aurora was completed on


November 24-28, 2014 and December 1-5, 2014, respectively. This was
participated by 20 LGUs (19 municipalities and 1 city). Roll out in Zambales,
Davao Norte and Davao Sur was not pursued as scheduled due to typhoon
“Senyang” and conflict schedules with DILG activity in Region XI
Updates

 Dissemination of the SP handbook - 1st Quarter 2015

 Conduct of Trainer’s Training for the Utilization of Social Protection


Handbook –29 provinces in Regions I, II, IV-A, IV-B, V, VI, VII, VIII, CAR and 17
cities in NCR from March – May

 Conduct of Roll-out of SP Handbook – 155 LGUs in 31 provinces in Regions


CAR, I, II, IV-A, IV-B, V, VI, VII, VIII from June onwards

 Monitoring and provision of technical assistance on the implementation of


LGU action plans on the use of SP handbook
