How to find the Cell Id location with MCC, MNC, LAC and CellID (CID).

which can help you to find the location of any GSM base
station with MCC, MNC, LAC, CellId (CID) and place it
on a  Google map. The article provides detailed
instructions for finding the location of GSM base
stations using cellidfinder service.
• 
What data are required to find the coordinates of GSM Base
Station?

•  To localize the sector of the base station (CellId) you need to know
next 4 parameters:
• MCC — a Mobile Country Code. This code identifies the country. For
example, in China MCC is equal to 460, in USA - 310, Hungary - 216,
Belorussia - 257.
• MNC - a Mobile Network Code. This code identifies the mobile operator.

• LAC - Location Area Code is a unique number of current location area.
A location area is a set of base stations that are grouped together to
optimize signalling.
• CellID (CID) — is a generally unique number used to identify each
Base transceiver station (BTS) or sector of a BTS within a Location
area code.
• In addition, when modern GPS tracker has poor
satellites signal reception it sends to the owner not
coordinates, but parameters of the mobile base station:
MCC, MNC, LAC, Cellid. In this case cellidfinder can help
you to convert this parameters to estimated coordinates
and place a location of GSM base station on the Google
map.
•   Database.
•      Cellidfinder searches the coordinates of base
stations in the Google and Yandex databases. It should
be noted that we obtain the approximate location of
CellID. The most accurate location is determined using
the averaging function, which calculates the coordinates
in all sectors (CellID) of one base station and then
calculate the average value.

MNC = 02 (MTS)
LAC = 16

• The uplink frequency range specified for GSM is 933 - 960 MHz (basic
900 MHz band only). The downlink frequency band 890 - 915 MHz
(basic 900 MHz band only).

• International Mobile Subscriber Identity
• An International Mobile Subscriber Identity (IMSI) is a
unique number associated with all Global System for Mobile
Communications (GSM) and Universal Mobile
Telecommunications System (UMTS) network mobile phone
users used for identifying a GSM subscriber.
• Is IMSI and IMEI the same?
• The IMSI (International Mobile Subscriber Identity) is a code used by
the phone company to identify the SIM on the mobile network. The
IMEI (International Mobile Station Equipment Identity) is an
international "Serial number" for your phone (device itself) to
properly identify it on the carriers network.
• IMSI stands for International Mobile Subscriber Identity. It’s a unique
number that Mobile Network Operators (MNOs) use to recognize
individual subscribers, and it’s a key component of a Subscriber
Identity Module (SIM) profile

• IMSI numbers are usually 15 digits, and they have three distinct parts: 
• The first set of digits is the Mobile Country Code (MCC), which defines the
country a subscriber primarily operates within. This is always either two or
three digits.
• The second set of digits is the Mobile Network Code (MNC), which
identifies the specific MNO a subscriber is associated with. This is between
one and three digits.
• The final set of digits is the Mobile Subscription Identification Number,
which is unique to the subscriber. (This is typically nine or ten digits.)
• An IMSI is not the same as an 
Integrated Circuit Card Identification (ICCID) number. While they are both
parts of the SIM profile, an IMSI identifies the subscriber, whereas the ICCID
identifies the SIM card itself. Multiple SIM cards will have the same IMSI if
they’re associated with the same subscriber, but they will each have a unique
ICCID.
• Every cellular-enabled device has an IMSI number stored within its SIM card,
and when the device attempts to connect to a mobile network, the MNO uses
the IMSI to authenticate it.

• While every IMSI comes from a specific Mobile Network Operator, they allow a
device to attach to networks from more than one MNO. Which networks your
device can connect to depends on the agreements your MNO has negotiated
with other providers.

• Any time a device attaches to a network that doesn’t belong to the
subscriber’s primary MNO, the device is considered “roaming,” and
the subscriber will pay adjusted rates for any services they use on the
network.

• Your IMSI has an associated network coverage list that includes your
MNO and any Network Roaming Partners they have agreements with.
• What is signal interception?
• Signals intelligence (SIGINT) is intelligence-gathering
by interception of signals, whether communications between
people (communications intelligence—abbreviated to COMINT)
or from electronic signals not directly used in communication
(electronic intelligence—abbreviated to ELINT).
• An IMSI is not the same as an 
Integrated Circuit Card Identification (ICCID) number. While
they are both parts of the SIM profile, an IMSI identifies the
subscriber, whereas the ICCID identifies the SIM card itself. Multiple
