• Students can choose to enter either general
(academic) senior secondary school or vocational
senior secondary school. Vocational senior
secondary programs last 3 or 4 years.

• In China, applying to college is about one thing and
one thing only: the Gaokao(“The National Higher
Education Entrance Examination”)
• Determines whether or not go to college
• Held at the end of the school year.
• Includes: Chinese language and literature
Mathematics, a foreign language (often English)

GAOKAO
• Students can retake Gaokao as many times as they
want. Some people retake it more than ten times,
spending over a decade on the exam.
• Students could go to whatever college that is
accepting their scores.
• Students could apply to a foreign college and go
abroad for higher education
• Others may forget about college and begin your
own life

• In China, high school students take the National
College Admission Test (NCAT), and then choose
the university and the major according to their
scores.

TERTIARY EDUCATION
• Higher education in China is the largest in the world.
By May 2017, there were 2,914 colleges and
universities, with over 20 million students enrolled in
mainland China. The system includes Bachelors,
Masters and Doctoral degrees, as well as non-
degree programs, and is also open to foreign
students. The Ministry of Education of the People's
Republic of China (MOE) is the government
authority for all matters pertaining to education and

• Adult education was known as education of workers
and peasants or spare-time education. With the
expansion of educational scope and diversification
of educational forms, it was officially called adult
education.

including literacy education and vocational and
technical training. Like staff , correspondence,
workers for primary school and secondary school

ACTIONS TAKEN…
• The campaign of supervision over the quality of
compulsory education has been conducted since 2015,
for the purposes of diagnosing the weaknesses in
teaching activities and providing evidence for sound
policy making and teaching improvement. Meanwhile, a
mechanism for supervising primary and secondary
schools was also established and had, to date, achieved
universal coverage across the country by designating
one supervisor for five schools.

ACTION TAKEN…
• In 2017, the State Council issued the Methods of
Evaluating the Performance of Provincial Governments
in Their Education-related Work, which specifies the
duties of provincial governments in coordinating efforts
for educational development and proposes measures of
conducting supervision and evaluation and promoting
accountability, representing a major innovation in
educational administrative reform.

WAYS FORWARD…
• In 2018, the Educational Supervision Committee (ESC)
under the State Council and the MOE jointly organized
the country’s first assessment of the provincial
governments’ performance in fulfilling their
education-related duties, further enhancing the
effective implementation of major educational policies
by local governments.
