1. DepEd Region III issues the enclosed Implementation
Guidelines of DepEd Memorandum No. 173, s. 2019 (Bawat
Bata Bumabasa) which shall serve as a basis for the Regional
Office, Schools Division Offices, and Schools in the planning and
implementing reading/literacy programs and activities.

2. These guidelines provide the direction in fostering and


sustaining a culture of reading in schools for the active
engagement of learners in intensive and extensive learning and critical
thinking.

Implementation Arrangements
Profiling of Learners and Teachers
All learners shall take the reading assessment test
that shall be
administered in schools. Early Grade Reading
Assessment
(EGRA) shall be used in Grades 1-3.
What Is
EGRA stands
for?
What is meant by EGRA tools ?

EGRA is a research-based collection of


individual subtasks that measure some of the
foundational skills needed for reading
acquisition in alphabetic languages.
Five components of reading are :

 Phonemic awareness
 Phonics
 Vocabulary
 Fluency
 Comprehension
Phonemic awareness involves sounds in spoken
words.
Example #1: Identifying Beginning, Middle, And Ending Sounds
Teacher: “What is the first sound you hear in the word ‘hen’?”

Student: “/h/”

Teacher: “What sound do you hear in the middle of the word ‘jog’?”

Student: “/o/”

Teacher: “What is the very last sound you hear in the word “bed”?
Phonics involves matching the sounds of spoken
English with individual letters or groups of letters.

For example, the sound k can be spelled as c, k, ck


or ch. ... For example, when a child is taught the
sounds for the letters t, p, a and s, they can start to
build up the words: “tap”, “taps”, “pat”, “pats”
and “sat”.
VOCABULARY –list of difficult or unfamiliar
words with an explanation of their meanings,
accompanying a piece of specialist or foreign-
language text.
Fluency is the ability to read "like you speak."
