[3] Subsequent presidents and laws modified and expanded the program, ultimately removing ROTC as a graduation prerequisite and replacing it with the more flexible NSTP program in 2002.

1935
• During the Post-Crisis Phase and Creation of the Philippine
Independence Act, a new government or the Commonwealth
of the Philippines embarked.
• Policies in preparation for economic and political
independence under the Administration of Former President
Manuel Luis Quezón.
• Defense Act of 1935 (Commonwealth Act 1), which
organized a conscription for service in the country.
1980
• Presidential Decree no. 1706 also known as National Service Law
was signed by President Ferdinand Marcos on August 8, 1980.
• National service was obligatory to all Filipino citizens of the
country (Philippines).
• College students are given the freedom of choosing one of the
following components to fulfill a tertiary education requirement.
• Three main component programs: Civil Welfare Service (CWTS),
Law Enforcement Service (LES), and Military Service.
1986

• BASIC ROTC/PRESIDENTIAL MEMORANDUM
ORDER NO.1 (1986-1987)
• Suspension of civil welfare service and law enforcement
except military service.
1991
• Implementing Rules and Regulations of republic Act 7077
modified the Basic ROTC Course to Expanded ROTC Program
as mandated.
• First year and any of the following components namely, MTS,
CWTS, and LES, in the second year curriculum.
• The Republic Act 7077, otherwise known as the “Citizen
Armed Forces of the Philippines Reservist Act”, was enacted
by the 8th Congress of the Philippines on June1991.
1995
• Pres. Fidel V. Ramos extended the ROTC program and was made
optional under the National Service Training Program (NSTP).
• The expansion of ROTC was characterized by deviation from the
rigid tactical training offering alternatives like rendering civil
auxiliary sources in the form of helping maintain law and order.
• 1st Curriculum Year, Military Service.
• 2nd Curriculum Year it would be optional (whether to continue
Military service or other components).
2001-2002
• Republic Act 9163, or the National Service Training Program
(NSTP), was Congress' answer to the clamor for changes in
the ROTC program.
• Signed into law on January 23, 2002, it removed ROTC as a
prerequisite for graduation for all male college students, and
substituted it with NSTP.
• OTC graduates, on the other hand, went to the Citizen's
Armed Force -- in accordance with the provisions of the AFP
Reservist Act (R.A. 7077).
