What is Disaster Management? :
It ensures the safety of people during the times of emergency & natural & man-made calamity. To
impart training in this aspect to human resources, there are some courses in disaster
management. These courses are offered at different levels, including degree, diploma & certificate.
Scope of Disaster Management :
• In India this discipline has high scope. Being a developing country, India still has many
weak/susceptible regions where the need for better Disaster management is still at the peak.
• Of these places, many still do not have sufficient resources & disaster management regulations to
ensure minimum loss & proper recovery when calamity strikes.
• It will be an autonomous institution under Odisha state disaster management authority (OSDMA).
Why in Bhubaneswar? :
• Bhubaneswar is the most developed & the largest city of Indian state & has emerged as one of the
fast-growing & important knowledge hub. And also it has the best disaster management system in
comparison to other states.
• By providing Disaster management institute in Bhubaneswar, it can create network with OSDMA
(Odisha state Disaster Management Authority), so that they will come together to share
knowledge, resources related to disaster risk management amongst themselves & to larger group
of stakeholders working on DRR.
Need :
• India is experiencing an average annual estimated economic loss of $9.8 billion
out of which more than $7 billion is due to floods which is recurring phenomenon
in most of the states in the country.
• One of the key drivers behind such increasing economic loss due to disasters is
lack of knowledge about hazards & access to risk information, which is essential
to undertake any risk reduction action.
• So, Institutional building should be sufficient where not only teaching facility will
be provided, but also it will run as a Training center, so that more personnel may
be adequately trained to support the community during times of such disaster,
for a faster swifter and effective Disaster Response & Management.
Course Curriculum : In India, courses in disaster management are offered at the certificate, diploma & post graduate level.

course, students learn the fundamentals of
disaster management, implementing plans and
strategies before any impending disaster,
research in disaster management, and legal
aspects of disaster management.
• In diploma, this course involves disaster-
coping, pre- disaster strategizing and
implementation of plans and strategies so that
losses can be prevented, minimised, or even
averted. Throughout the course, students are
trained to spot impending calamities and to
handle such situations with organizational skills.
Aim:
The aim of this project is to create environment to provide education & training programme for managing Disaster
which will improve response to disaster for an initial period.
Objectives:
• To create a campus for giving theoretical & practical knowledge & imparting training to the students in disaster
prevention, Mitigation & preparedness.
• To give a clear knowledge & show the approach for the disaster resistant structures.
Scope :
• This project provides, to a satisfactory level, all the facilities that are needed in the disaster management institute
for optimum performance.
• To develop a space to create example for Disaster resistant structure.
• Scale of the project will be 8 acre. User group- above 17yrs.
• The campus will be divided into 3 zone, Institutional Zone, the Training Zone and the Residential Zone.

Challenges :
• Providing less number of openings for proper ventilation & natural lighting.
• In disaster resistant structures, the concrete wall buildings are typically more
expensive to build than conventional buildings.
Limitations :
• The height of the building should be restricted to 9 meter.
• Light weight structure and glass structure should be avoided.
• Longer wall should not face the direction of wind.
• The minimum distance between unreinforced openings should be 600mm.

Design Ideas :
The campus will be divided into 3 zone, Institutional Zone, the Training Zone and the Residential Zone.
All the features of the Institute campus are effectively distributed in each of these zones, with enough
space for future expansion, locations for art work installation relating to natural disaster mitigation,
culture of Odisha, all over the Campus to create a sense of identity for the campus.
