FUNCTIONS

DIRECTORATE
 

- Assists the Chief, BJMP in formulating doable programs, projects and activities that
would enhance humane treatment and development of inmates;
- Implements programs, projects and activities that would make the inmates
productive and law abiding citizens upon release from the jail system to the
mainstream of society;
- Design policies/guidelines and programs and other DIWD concerns;
- Strengthens multi-sectoral partnership in the development of inmates through
active coordination with other members of the criminal justice system and advocates
of corrections;
- Performs other functions as the Chief, BJMP may direct.
DEPUTY DIRECTOR
 
-Assists the IWD Director in the implementation of programs and
projects that would make the inmates productive and law abiding
citizens upon release from the jail system to the mainstream of society;
 
-Assists the IWD Director in monitoring the continuity of
compliance/implementation of various functional activities of all
divisions under DIWD;
 
-Handles and supervises special projects;
 
-Assumes the duties of the Director during the latter’s absence; and
 
-Perform other functions as the Director may assign.
DIVISION CHIEFS
 

CHIEF, ADMINISTRATIVE DIVISION


 
 
- Provides the administrative requirements of the Directorate;
 
- Advises and assists the Director on administrative matters;
 
- Monitors the Records, Human Resource and Liaison Service of the Directorate;
 
- Develops and provides programs for human resource development and
welfare of personnel under the DIWD.
CHIEF, WELFARE MANAGEMENT DIVISION
 
- Manages the welfare of inmates under the custody of the BJMP;
 
- Monitors the implementation of programs that promote the welfare of
the inmates;
 
- Promotes compliance to the UN Human Rights Standards for the
Protection; and
 
- Promotes advocacy on respect for of the Rights of Persons Deprived of
their Liberties.
 
- Performs other functions as the Director may assign.
CHIEF, DEVELOPMENT MANAGEMENT DIVISION
 
- Prepares and manages programs for the development of inmates;
 
- Monitors the implementation of development programs for inmates;
 
- Addresses inmates’ behavioral make-up through some form of therapeutic
management;
 
- Produces activities that will provide inmates’ awareness in restoring their
constructive place in the community;
 
- Prepares/Implements income-generating projects;
 
- Conducts personnel capability building activities; and
 
- Perform other duties as the Director may assign.
ADMINISTRATIVE DIVISION
 
SECTION CHIEFS
 
 Chief, Human Resource and Records Section
 
-Provides the administrative requirements of the Directorate;
 
-Advises and assists the Director on administrative matters;
 
-Monitors the Records, Human Resource and Liaison Service of the Directorate;
and
 
-Formulate memoranda, letters and communications within and outside of the
Bureau.
Records Unit Staff
 
- Responsible for personnel records management;
- Responsible for the proper labelling and safekeeping of office documents and records; and
- Monitors and assists in the flow of written communication in the office.
 
Human Resource Unit Staff
 
- Provides programs for Human Resource Development of personnel under the DIWD;
- Undertakes programs and projects for the welfare, development and maintenance of
morale, discipline and adherence to law and order by the personnel;
- Formulates and evaluates personnel system and standards relative to performance
appraisal, merit promotion and employees’ incentive benefits and awards.
Liaison Service Staff
 
-Establishes linkages and partnerships with groups, agencies and organizations involved in the
welfare and development of inmates;
-Maintains a directory of the different service providers in all BJMP manned jails; and
-Undertake activities which aim to improve the Bureau’s linkages with the existing and prospective
service providers in jails.
 
Chief, Fiscal, Budget and Supply Section
-Advises and assists the Director on fiscal, budget and supply matters;
-Monitors resource and fiscal management of functions;
-Monitors accounting and reports on fund receipts and disbursements;
-Develops and maintains effective financial and management control and prepares logistical
estimates, reports, orders and plans;
-Keeps physical inventory of properties and maintains property records;
-Monitors accounting and reports on fund receipts and disbursements; and
-Perform fiscal and budget functions.
Chief, Research and Statistics Section
 
Provides the Director statistical data and analysis on inmates welfare
and development;
 
Prepares researches and plans relative to programs on inmates’
welfare and development;
 
Prepares, consolidates and monitors all statistical data needed and
submit reports as required.
WELFARE MANAGEMENT DIVISION
Chief, Basic Needs Section
 
-Monitors the provision of the needed minimum food nutritional intake for inmates to maintain a healthy
body;
 
-Monitors the provision of basic clothing and hygienic materials to inmates without family or outside support;
 
-Monitors inmates living condition to determine if inmates are provided with proper space occupancy and
ventilation in their respective housing units;
 
-Attends to inmates’ concerns on family affairs (e.g. visitation, linkage/contact, etc.);
 
-Monitors the proper sanitation of the jail kitchen and food preparation by requiring the jail units to submit
annual sanitary permits and health certificates of food handlers;
 
-Consolidates statistical data on basic needs and submit required reports.
 
Chief, Human Rights Affair and Paralegal Section
 
Ensures that the human rights of all detainees under the BJMP are being respected and upheld through
regular monitoring; 
Monitor the case status on inmates especially those who have no means of securing the services of lawyers;
Coordinates with PAO/volunteer lawyers on providing legal assistance to inmates for the speedy disposition
of cases;
Promotes restorative justice and alternatives to imprisonment/incarceration;
Supervises the operation of all Paralegal Officers/Paralegal Volunteers and ensure that all policies relating
to the program are strictly implemented;
Collate all the reports coming from the field and based from the reports recommend measures to be
undertaken by the Bureau;
Formulate policies and programs in coordination with the Legal Service which upon approval by the Bureau
will serve as guidelines that will be adopted by all Paralegal Officers nationwide in furtherance with the
Paralegal thrust of the Bureau;
Consolidates statistical data on Human Rights and Paralegal activities and submit required reports.
DEVELOPMENT MANAGEMENT DIVISION
 
 Chief, Jail Industry Section
Supervises and monitors the implementation of activities geared towards
inmates’ acquiring life learning skills;
Develops appropriate training geared towards inmates’ needs applicable in the
mainstream community upon release;
Consolidates statistical data related to jail industry program and prepares and
submits required reports;
Conducts review of feasibility studies submitted from different regions and
prepares report on the status of FS submitted;
Perform other tasks as directed by the Director for IWD.
 
Chief, Interfaith Section
 
- Maintains the religious profile of inmates;
- Reviews and facilitates accreditation of religious service
providers in jails nationwide.
- Monitor the activities and programs being implemented by
different religious service-providers in line with the Bureau’s mandate
to help inmates’ rehabilitation.
- Provide assistance in the spiritual needs of the inmates according
to their religious beliefs and practices.
- Consolidates statistical data related to spiritual activities and
submits required reports
Chief, Behaviour Management Section
- Conducts periodic inspection and monitoring of behaviour
management program (TCMP) in jails;
- Conducts trainings/seminars on TCMP and counselling to BJMP
personnel;
- Monitors, rates and consolidates monthly IWD submitted reports;
Prepares and conducts specialized modular programs/activities to
inmates;
- Conducts Mental Health and Psycho-social Support to inmates and
personnel;
- Conduct counselling sessions to inmates.
Chief, Educational, Culture and Sports Development Section
- Monitors the implementation of various educational
program/activities including the Alternative Learning System (ALS)
- Monitors the conduct of jail activities that promote inmates
awareness on cultural issues and sports development
- Consolidates statistical data related to culture and sports activities
and submits required reports
 
AFTERCARE/COMMUNITY ENGAGEMENT SECTION
Coordinates with government and non-government organization
and establishes linkages for the care of inmates after they are
released to the community
