A global city is a city that is an important node in the global economic network. Global cities have attributes like international financial services, headquarters of multinational corporations, stock exchanges, and domination of trade and economy in a large surrounding area. Some examples of top global cities include London, New York City, Tokyo, Paris, and Singapore. To become a city under Philippine law, a municipality must meet certain population, income, or land area requirements and be properly identified by boundaries. Cities are then classified as highly urbanized cities, independent component cities, or component cities depending on their population and income levels.

GLOBAL CITY
A global city, also called a power city, world city,
alpha city or world center, is a city which is a primary
node in the global economic network. The concept
comes from geography and urban studies, and the idea
that globalization is created, facilitated, and enacted in
strategic geographic locales according to a hierarchy of
importance to the operation of the global system of
finance and trade.
The term "megacity" entered common use in
the late 19th or early 20th centuries; one of the
earliest documented uses of the term was by
the University of Texas in 1904.The term
"global city", rather than "megacity", was
popularized by sociologist Saskia Sassen.

REQUIREMENTS TO BECOME A CITY
Section 1. Section 450 of RA Act. No. 7160,
otherwise known as the Local Government Code of
1991.
•A municipality may be converted into a component city
if it has a locally generated average annual income, as
certified by the Department of Finance, of at least
₱100,000,000 for the last two consecutive years
•A contiguous territory of at least 100 square kilometers,
as certified by the Land Management Bureau; or
•A population of not less than 150,000 inhabitants, as
certified by the National Statistics Office.
•The average annual income shall include the income
accruing to the general fund, exclusive of special funds,
transfers, and non- recurring income.
•The territorial jurisdiction of a newly-created city shall
be properly identified by metes and bounds. The
requirement on land area shall not apply where the city
proposed to be created is composed of one or more than
islands. The territory need not be contiguous if it
comprises two or more island.
CLASSIFICATION OF A CITY
• The Local Government Code of 1991 (Republic Act
No. 7160) classifies all cities in three legal categories:

• Highly Urbanized Cities (HUC)


• Independent Component Cities (ICC)
• Component Cities (CC)
• Highly Urbanized Cities (HUC): Cities with a
minimum population of two hundred thousand
(200,000) inhabitants, as certified by the Philippine
Statistics Authority, and with the latest annual income
of at least fifty million pesos (₱50,000,000) based on
1991 constant prices, as certified by the city treasurer.
There are currently 33 highly urbanized cities in the
Philippines, 16 of which are located in Metro Manila.
• Independent Component Cities (ICC): Cities of this
type have charters that explicitly prohibit their
residents from voting for provincial officials. All five
of them are considered independent from the province
in which they are geographically located: Cotabato,
Dagupan, Naga, Ormoc and Santiago.
• Component Cities (CC): Cities which do not meet the
preceding requirements are deemed part of the
province in which they are geographically located. If a
component city is located along the boundaries of two
or more provinces, it shall be considered part of the
province of which it used to be a municipality.
