Benigno Simeon Cojuangco Aquino III
February 8, 1960 – June 24, 2021),also
known as Noynoy Aquino and
colloquially as PNoy, was a Filipino
politician who served as the 15th
president of the Philippines from 2010
to 2016.The son of assassinated
politician Benigno Aquino Jr. and 11th
president Corazon Aquino, he was a
fourth-generation politician as part of
the Aquino family of Tarlac.

During his term, he implemented several academic policies aimed at
improving the quality of education in the country. In this discussion, we
will explore some of the major academic policies implemented by
President Aquino and evaluate their impact on the Philippine education
system.

K – 12 Program
K-12 Program

One of the most significant academic policies implemented by


President Aquino was the K-12 Program (R.A 10533) , which aimed to
align the Philippine education system with international standards. The K-
12 Program added two years to the basic education curriculum, making it
a 12-year program from Kindergarten to Grade 12. The program was
designed to provide students with the necessary skills and knowledge to
prepare them for higher education or the workforce.

The K-12 Program faced opposition from various groups, including


parents, teachers, and students, who argued that the additional two years
would put a financial burden on families and increase the number of out-of-
school youths. However, the Aquino administration argued that the program
would address the skills mismatch in the labor market and make Filipino
graduates more competitive in the global workforce.

Universal Kindergarten
Program
Universal Kindergarten Program

Another major academic policy implemented by President Aquino was the


Universal Kindergarten Program (RA 10157). The program aimed to provide
access to early childhood education to all Filipino children aged five years old
and above. The program was implemented in 2011, and it provided free
kindergarten education to all children in public schools.

The Universal Kindergarten Program was seen as a significant step towards


achieving the Millennium Development Goals (MDGs) of providing access to
education for all. The program was also aimed at addressing the low literacy rates
among young children in the country.

but it is widely regarded as a positive step towards improving access to
education for all Filipino children. The program has also contributed to
increasing the number of children enrolled in elementary education in the
country.

MTBMLE

▹ The mother tongue will be the medium of instruction


from kindergarten to grade 3. This includes the
following: Tagalog, Kapampangan, Pangasinense,
Iloko, Bikol, Cebuano, Hiligaynon, Waray, Tausug,
Maguindanaoan, Maranao, and Chabacano. Medium of
instruction will be English and Filipino starting grade 4.

Core Academic Areas
Core Academic Area

▹ The core academic areas include Math; Filipino; English; Araling


Panlipunan; Edukasyon sa Pagpapakatao; and Music, Arts, Physical
Education, and Health (MAPEH). These are based on the College
Readiness Standards of the Commission on Higher Education and are
equivalent to the courses offered under the General Education Curriculum
of Higher Education Institutions.

Core Academic Areas

▹ Science will be taught in grade 3, but its concepts will be


integrated in other subjects like Health (under MAPEH), Math,
and Languages in grades 1 and 2. Edukasyong Pangtahanan at
Pangkabuhayan will be taught starting in grade 4. Technology and
Livelihood Education and technical–vocational specializations,
consistent with the Technical Education and Skills Development
Authority training regulations, will start in grade 7.

▹ The additional two years (grades 11 and 12) or SHS will allow
students to choose among academic, technical–vocational, or
sports and arts tracks depending on their interest, the community
needs, and the results of their skills assessment. The SHS will
allow mastery of core competencies for lifelong learning and
preparedness for work, higher education, middle-level skills
development, or entrepreneurship.
