Why is the Philippines one of
the world's most disaster prone
countries?
The Philippines is located along the boundary
of major tectonic plates and at the center of a
typhoon belt, its islands are regularly
impacted by floods, typhoons, landslides,
earthquakes, volcanoes, and droughts.
We certainly cannot prevent volcanic
activities, earthquakes, typhoons, and
landslides from happening. However, natural
events do not automatically become hazards,
much less cause disaster. Under what
circumstances then are phenomena
considered hazards?
DISASTER
• Sometimes considered as external shocks.
• Results from the complex interaction between
development processes that generate conditions of
exposure, vulnerability and hazard.
• Occurs only when hazards and vulnerability meet.
DISASTER
• The serious disruption of the functioning of society,
causing widespread human, material or environmental
losses, which exceed the ability of the affected people
to cope using their own resources.

• An event, either man-made or natural.


When does a hazard become a disaster?
• A disaster happens when the probable destructive
agent, the hazard, hits a vulnerable populated area. A
natural event like a volcanic eruption or tsunami which
hits an uninhabited area, does not qualify as a disaster.
It becomes a disaster only if it hits vulnerable
population and properties- in short, if there are
victims.
When does a hazard become a disaster?
• The transformation of a natural event into a disaster. A
natural event such as a tsunami becomes a hazard if it
poses a threat to people.
When does a hazard become a disaster?
• A magnitude 6.5 earthquake is usually strong enough
to generate tsunamis that could be destructive to
nearby coastal areas.
• The tsunami waves that are about to hit a beach area
with people, animals, tress, and houses are considered
a hazard. After the tsunami hits the populated area, it is
no longer just a hazard but a disaster with victims
and destruction or damage everywhere.
The relationship between hazard, disaster, and vulnerability. The
interaction between a physical event and human activity is a recipe for
disaster.
DISASTER RISK
• Recognizing that no two persons are alike helps us
relate to different kinds of people. In the same idea, no
two disasters are alike. Some are definitely similar, but
appreciating their differences in terms of their nature
and magnitude of triggering hazards, exposed elements
at risk, and vulnerabilities will help us deal with
potential disasters.
DISASTER RISK
• It is therefore considered as the combination of the severity
and frequency of a hazard, the numbers of people and
assets exposed to the hazard, and their vulnerability to
damage (UNISDR, 2015a).
•Intensive risk is disaster risk associated with low
probability, high-impact events, whereas extensive risk is
associated with high-probability, low-impact events.
•Is a function of hazard, vulnerability, and exposure.

HAZARD
• It is a phenomenon or situation, which has the
potential to cause disruption or damage to people,
their property, their services, and their environment.

• There is a potential for occurrence of an event.

VULNERABILITY
• Is a condition or sets of conditions that reduces
people’s ability to prepare for, withstand or
respond to a hazard.

RISK
• It is the likelihood of a hazard causing harm.

• The probability that a community’s structure or


geographic area is to be damaged or disrupted by the
impact of a particular hazard, on account of their
nature, construction, and proximity to a hazardous
area.
Estimating Disaster Risk
• As the disaster risk model implies, the magnitude of the
disaster depends on the following: (1) the severity of the
natural event; (2) the quantity of exposure of the elements at
risk, which include lives and property; and (3) vulnerability
level or quality of exposure. The model can thus be expressed
as:

Disaster Risk = Hazard x Exposure x Vulnerability
