Watcher
Election
Omnibus Code
POLLWATCHER

• Representative of the candidate or political party in


the polling place.

 There are no political parties allowed inside


 Only the proponent and the opposition are allowed inside

Note: If you were appointed as a watcher, always be polite


because you are the image of you appointee .

• Section 8, Article IX (C) of the constitution gives


candidates and parties the right to appoint poll-
watchers at the polling place.
Job: To make sure that your candidates and parties are not
cheated during the voting and counting stages of the election.
Role of Poll Watcher in Elections: Be Strong
and
• Observe and monitor the conduct confident
of elections at the polling place.
Includes proper recording and documentation of
observation

Election Ballots are not allowed to be taken a photo. It is a


direct violation of the Election Omnibus Code.

Note: (Exemptions)
• Pictures and recorded videos are allowed only for the activity
inside the polling place.
Be Strong
• Object to Irregularities. and
 If you observe any irregularities any poll Confident
watcher can tell the electoral board to take
minutes of the anomaly.
• Cause correction of the said
anomalies or have them recorded in
the minutes.
 Make sure that the anomaly is well
documented.
Rights of Poll Watcher:
• Witness and be informed of the
Electoral Board proceedings
• Take note of what you may see or hear
• Take photographs
• File a protest against any irregularity
• Obtain from EB a certificate as of the
filing of such protest and the
resolution thereon

• Full and unimpeded access to the


proceedings so that you can read the
ballots being counted
• Certificate of Votes duly signed and
thumb-marked by the chairman and
all members of the Electoral Board

Note: If the Watcher cannot see the activities


during the counting of ballots, He/She can
request the Eb to make it more visible.
Function of Electoral
Board
• Conduct voting and counting of votes in the
Polling places
• Deputies of the Commission in the
supervision and control of the election in the
polling place
• Maintain order within the polling place and
its premises
• Prepare election returns and other required
documents/reports
Poll Watcher's
Obligation Before
Election
• Obtain written sworn appointment personally
signed by the candidate or the person
authorized by a political party to appoint
watcher
• Know the voters of your precinct assignments
• Know the territorial coverage of your precinct
• Know the number of registered voters in your
precinct assignment
• Know who the members of the EB are in your
precinct assignment
• Election Day will be held, October 30, 2023 at
May-Anao Elementary School (Starting 5:30
am to 9:00pm)and divided to 7 Cluster. Each
cluster has 2 precinct and watched by 2
watcher appointed by the Chairman and SK-
Chairman candidate.
Poll-watcher must bring:
• Appointment paper bearing the
genuine signature of the candidate or
the person duly authorized to appoint
the watcher
• Proof of identification (Voters ID,
National ID, or other Valid ID)
• Reliable Writing Pens and Notes
• Reliable Flashlight
• If possible, bring Cellphone
A poll watcher must be in the
polling place at 5.30 - the time
EB is supposed to be at the
polling place to make the
necessary preparation for the
voting.

• Serial Number of the Minutes of Voting and
Counting
• Number of Pads of Official Ballots as well as
the range of serial number of ballots
• The names of the BEI member and the other
watcher
• Observation of unusual incidents, if any
Issues During Counting of
Ballots

• Replacing Ballot
• Switching Ballot
• Reading the name of opposition
• Tally the vote to opposition and listing at
master counting list
Persons allowed in the polling
area during the voting stage
• Chairman and members of the EB
• Watchers who shall stay only in the space
reserved for them
• Representative of the Commission
• Voters casting their votes
• Voters waiting for their turn to vote
• Voters waiting their turn to get their ballots
• Others who may be specifically authorized by the
Commission
Persons Not-allowed in the
polling area during the voting
stage
• Armed Forces of the Philippines (AFP) and
Philippine National Police (PNP) exception of
trouble
• Barangay Official including Barangay Tanod
except to vote
Note: The officials may stay outside within a
radius of 30 meters to be easily called if there's any
trouble happening at the polling area.
Important rules during the
voting stage
• The meeting of EB is a public
• The EB acts through its chairman and by the majority
vote
• No voter shall prepare his ballot without using a ballot
secrecy folder or exhibiting the contents
of the ballot to any person

Note: PWD and Senior Citizens are allowed to be assisted


only by their relatives (3 times) and the Electoral Board
(Unlimited).
Challenging a voter
• In case someone gives the name of another
person and proposes to vote
 You may challenge the person offering to vote
using the name of another by submitting a
Written Challenge before the BEI. Suggest that
the voter be apprehended by committing the
criminal act.

Take note and record your actions in your


fill-up form
• If he/she observed that a voter returned a
ballot to the BEI that is different from that
which he received
1. Call the attention of BEI
2. Have the matter addressed immediately
suggest that the voter be apprehended for
committing a criminal act
3. Have incidents noted on the Minutes of
Voting and Counting
4. Record incident on fill-up records
5. Documentation if any
Remedies to possible issues
• In case the process of voting is not followed or
a step is missed

 You may bring to the attention of the EB the


irregularities that you observed and if no
favorable action is done by the EB, have it
noted in the minutes of voting and counting.

• Assume a position where you can effectively
observe that the EB is doing
1. The chairman reads the Ballot
2. The poll clerk records the plebiscite return
3. Third member records in the tally board

• Remind the BEI in case any step in the process


is omitted or missed
• Make sure that the name of your candidate is
written or pre-printed on the Election Returns
and in the Tally Board before the counting
begins
Record in your Fill-Up Form the
following:

1. Number of Valid Ballots


2. Number of Excess Ballots
3. Serial Numbers of Excess Ballots
4. Number of Ballots determined to be marked
5. Serial Number of the Election Returns
6. Other significant occurrences
7. Recorded videos, Photos, or any Documentation
• Poll-watcher will continue monitoring
the delivery of the election documents
and equipment used by the BEI to the
BOC, Treasurer’s Office, and the
Election Office (COMELEC)
Outside Poll
Watcher's
Obligation
POLL-WATCHER

• Representative of the candidate or political party


outside the polling place.

 Monitor the outside activity of the Polling Area


 Represent as assistant of Inside Poll Watcher and Electoral
Candidates.
Job:
 To monitor the vote buying inside the poll area
 Protest if there were Candidate/Tanod standing by the polling
place
 Take over the responsibility of Inside Watcher in case of
emergency or other personal matter

Note:
Candidates – This class may vote but may not campaign at the polling
place. They may visit each polling place for up to 10 minutes at a time.
Remedies to possible issues

• If can, Assist the Inside Poll Watchers in
delivering the Ballot Boxes and Ballots to the
EO (Comelec Office)
