Management Code)
1. The History of ISM Code
The Code’s origin goes back to the late 80’s, when
there was mounting concern about poor
management standards in shipping. Investigations
into accidents revealed major errors on the part of
the management. In 1987 the Maritime Safety
Committee was called to develop guidelines
concerning shipboard and shore-based
management to ensure the safe operation of ships.
The Code requires each owning/ managing
Company is to establish a Safety Management
System (SMS) to ensure the safe operation of the
ships under management. With the entry into force
of the 1994 amendments to the International

 It has been estimated that some 12,000 ships had to
comply by the first deadline with the second phase of
implementation bringing in another 13,000 ships. All
commercial ships (above 500 gross tonnage) on
international voyages now have to comply with the
Code.
 The ISM Code addresses the responsibilities of the
people who manage and operate ships and provides
an international standard for the safe management
and operation of ships and for pollution prevention.
 The application of the ISM Code should support and
encourage the development of a safety culture in
shipping.

4. WHEN IT ADOPTED..??
 Phase I of the ISM Code came into force on 1st July 1998
and was applicable to passenger ships including high speed
craft, tankers, bulk carriers and cargo high speed craft of
500 gross tonnes and above.
 Phase II of the ISM Code, scheduled to come into force on
1st July 2002, is applicable to all other vessels above 500
gross tons which were not covered under Phase I. These
include general cargo ships, survey vessels, container
ships, ocean tugs, mobile offshore drilling units, reefer
ships, car carriers, livestock carriers, cement carriers and
woodchip carriers.
 The 1 July 2002 date for the second phase of ISM Code
implementation coincides with the entry into force of
amendments to the International Convention for the Safety
