• Whereas, gathering these data of
registration to all boarders or transient
occupants will help us to locate and verify
their personal background or information;
• Whereas, the main concern of the
Barangay Council is to safeguard and protect
its constituent from transients that may
cause threat to any kind of crime incident
within the community;

• Whereas, to prevent this predicament, it
has been decided by the Barangay Council
to require all persons engaged in the house
renting services to register their boarders or
tenants to observe peace and order in the
barangay which are essential to the
promotion of the general public safety;
• Whereas, the Sangguniang Barangay
deemed fit to enact the above-mentioned
Ordinance to effectively and efficiently
address these problems;

unanimously seconded by the august body,
be it;
• BE IT ORDAINED by the Sangguniang

Regulated Acts
• Under this Ordinance the following acts are hereby regulated, to wit;
All person engaged in this case of business must secure a Business Clearance in the
office of the barangay;
• Any new occupant must be reported immediately to the Office of the Barangay.
• A clearance from the previous landlord/landlady must be presented;
• A barangay clearance from the previous residence of the occupants must be
presented; and
• A registration form will be issued by the barangay;
• Moreover, there must be provisions for safe, potable, adequate water supply, fire
escape, fire protection equipment and fire safety programs.
• All boarding houses must maintain proper cleanliness and sanitation in their area of
responsibility. First aid medicine and equipment and a register of boarders must also
be maintained.
• Tenants must strictly comply with proper waste segregation in accordance with RA
9003.
• All boarding houses are also required to provide own set rules and regulations for the
compliance of their tenants.
• Landlord and Tenant must also execute a written contract indicating the period of stay,
rate per month and nature of facilities.

Penal and Other Provision
-First Offense- a fine of not more than Five Hundred Pesos (Php500.00);
-Second Offense- a fine of not more than Seven Hundred Fifty Pesos
(Php750.00);
-Third Offense or more- a revocation of business clearance and a fine of
not more than One Thousand Pesos (Php1,000.00)
• Section 2. Separability Clause- if any provision or part of this Ordinance is
held invalid or unconstitutional, the remainder or the provisions not
otherwise affected shall remain in full force and effect.
• Section 3. Effectivity Clause- This Ordinance shall take effect immediately
upon approval.
