What is Digital Divide
• Digital divides and disparities refer to the gaps and
inequalities that exist in access to and use of digital
technologies and the internet. These divides can manifest
at various levels, including individuals, communities, and
even entire countries.
• The digital divide also refers to the growing gap between
the underprivileged members of society, especially the
poor, rural, elderly, and handicapped portion of the
population who do not have access to computers or the
internet.

• Access Disparities: The most visible form of the digital divide is the access
disparity, which refers to the socioeconomic differences among people and their
ability to afford the devices necessary to get online. This divide is particularly
pronounced in developing countries, where many people have limited access to
technology or the internet and lack the skills necessary to use it effectively .
• Usage Disparities: The use divide refers to the difference in the level of skills
possessed by individuals. There is a generation gap when it comes to the skills
necessary to use the internet, influenced by the quality of education an
individual receives. Younger, educated people tend to have more skills than
older, less educated ones. This disparity affects how individuals can participate
in the digital economy and engage in civic activities online

bar many people from the information necessary to break out of their current living
situation, affecting their economic opportunities and civic participation

divide. Internet penetration varies greatly by region, with disparities in internet
connectivity and use not limited to geographic divides but also including gaps
based on gender, age, and rural vs. urban populations. These disparities affect the
ability of individuals in different regions to participate fully in the digital economy
and engage in civic activities

online.
How to decrease digital Divide
• Infrastructure Development:
• Broadband Access: Ensure widespread availability of affordable and
high-speed internet access in both urban and rural areas.
• Tech Infrastructure: Improve the overall technology infrastructure,
including the development of reliable electricity and network connectivity.
• Affordability:
• Subsidies and Grants: Provide financial assistance, subsidies, or grants
to make internet services and digital devices more affordable for low-
income individuals and communities.
• Digital Literacy Programs:
• Education: Implement comprehensive digital literacy programs in
schools and communities to ensure that people have the necessary
skills to use digital technologies effectively.
• Training Programs: Offer training sessions and workshops for adults,
especially in underserved communities, to enhance their digital
literacy skills.
• Government Policies and Regulations:
• Inclusive Policies: Implement policies that prioritize inclusivity in
digital access, addressing the needs of marginalized and underserved
populations.
• Regulation and Oversight: Ensure fair competition among service
providers, preventing monopolies that can lead to high prices and
limited access.
