ROLES AND FUNCTIONS – DILG PROVINCIAL OFFICES

Come-up with a catch-up strategy in consultation with Cluster


Heads to ensure that regular functions and responsibilities of
the C/MLGOOs over and above the RCSP immersion are
properly managed.

Strategies for implementation of the RCSP may include the


augmentation of personnel for RCSP through a request to the
DILG Regional Office for temporary deployment and
assignment of DILG Provincial personnel to RCSP target
barangays.
ROLES AND FUNCTIONS – CLUSTER HEAD

Primarily responsible for ensuring the regular


functions and deliverables of the C/MLGOO assigned
to the RCSP immersion and capacity development
activities are performed and delivered.
ROLES AND FUNCTIONS – MLGOO

Orient the LCE and LGU functionaries on the RCSP and its protocols and
obtain support for its implementation and provide technical support in the conduct
of the activities.

Assist the LGU in the preparation and conduct of Serbisyo Caravan for the
provision of immediate and available government programs and services in the
target barangays

Oversee and assist the Barangay in the crafting and Development of their e-
Barangay Development Plan. The MLGOO shall ensure that other RCSP core
team members are present during the BDP formulation to help facilitate the
discussions and guide the participants in their activities.
Please make sure that the conduct of Community Dialogue
or Ugnayan sa Barangay is not the regular barangay
assembly being conducted every semester as mandated
under the Local Government Code. The purpose of the
RCSP community consultation is to convene multi-sectoral
dialogues to identify primary and secondary issues and
concerns and create solution seeking tables to identify
possible interventions to address these gaps.
This year, we will still be utilizing the “Timpuyog para iti
kapya” field immersion Module embarked last
September 2023 which can be accessed thru
bit.ly/RCSPFIELDIMMERSION putting emphasis on
following the arrangement of activities to be conducted and
on the process of facilitating the conduct of barangay
development planning formulation.
