Aims: To create a regional flood disaster plan for North- Eastern part of Bangladesh
Objectives:
To identify the challenges and existing condition of five selected districts in north-eastern
region of Bangladesh under flood disaster.
To develop a regional flood disaster plan in four stages to enhances resilience, preparedness,
and recovery .

Flood Management Strategies (in four stage)
Preventive/Mitigation (Stage 1):
• Method: Identify most vulnerable district amongst five district through normalization
value in GIS to propose structural and non-structural mitigation measures such as
river embankments or Flood Barriers Stormwater Drainage Systems.
Preparatory Actions (Stage 2):
• Approach: Identifies number of organizations(NGOs) through literature review and
their potential for flood resistant approach.
Rescue & Relief (Stage 3):
• Method: Proportion of affected household compared to the total household for desired
number of shelter.
Reconstruction (Stage 4):
• Method: Shift Share analysis of construction, agriculture and other affected sector. 7
