Is a Copilot License required to use the remote MCP Server? #660

Describe the bug

I get this error when I use a PAT from Claude Code:
[DEBUG] MCP server "github": Error stack: Error: Error POSTing to endpoint (HTTP 403): unauthorized: not licensed to use Copilot

Affected version

GitHub Remote MCP Server

Steps to reproduce the behavior

  1. Connect using a PAT from an account without a Copilot License.
  2. See this error.

Expected vs actual behavior

This is not documented in github-mcp-server readme and I would expect it to be. If usage is gated by a Copilot license, that is quite unfortunate.
