Simply put, the boundaries of the districts are not the same. India's boundaries reflect those pre-1947 in the area, whilst Pakistan has redrawn the boundaries since then. To respond to your point, China's Medog County claims the territory that India administers largely as the Upper Siang district, yet both articles exist separately.
