I can't find any evidence of notability or even existence. I stumbled onto this article from Qilla Saifullah District which was mainly about him (and the common spelling is Quila with one 'l'), and have found that his 'biography' is the main content of several articles eg Mirdadzai, Qilla Saifullah and possibly others.
