Describe the bug

When page is resized, when More (...) button in DynamicPageTitle actionsBar is pressed, nothing happen. The additional menu is not shown up

Reproduction steps

1 Resize the left panel to show the "..." button" in action bar
2. Click on the "..." button, the additional button not show up

Please note that one of the button is FileUploader. Not sure whether it is related.

Expected Behaviour

When "..." button is pressed, hidden buttons are shown in menu
