sick_ldmrs_driver.cpp uses Duration constructor which become deprecated in ROS Galactic. This MR replaces it with another constructor override which is supported in dashing/foxy/galactic: https://github.com/ros2/rclcpp/blob/galactic/rclcpp/include/rclcpp/duration.hpp#L39.
