Add new entries to versions.bzl.

What is the current behavior?

Python 3.11 has been out for a while but unsupported by the upstream python-build-standalone until recently.

Issue Number: Fixes #866

What is the new behavior?

3.11 can now be targeted by python_register_toolchains.
