A customer who operates Coder deployments wants a way to bulk force workspace updates if a template is changed.

A new bulk action in the Dashboard will force workspaces to be updated.

Note: The implementation needs to be discussed since default behavior for updating a workspace is it forces a workspace to start, which:

1. Puts load on coderd or an external provisionerd
2. Consumes workspace compute which will remain on until auto off settings kick in

A manual method would be to then bulk stop workspaces, but that sounds cumbersome. Customer reports that is MVP

Maybe an option when bulk update is done, to then bulk shutdown the workspaces.

Another use case are running workspaces, and maybe another feature to show a timer in a user's UI that the workspace has to restart in X minutes or hours.
