bug: GFM alerts not displaying properly when links are present #19409

Current Behavior
GFM Alerts do not display properly if you introduce a link in its contents.

Steps to Reproduce
- Push a template with a GFM alert that includes a link
- Visit the web UI

The issue occurs consistently
