Allow super admins to change a user's password and see it in plain text in order to send it to the user.

In v1, this is accessible from Users List -> ... -> Reset Password

Note: this action will initially be the Super admin ability to reset the password on behalf of the user. This will be an action the admin can take on the user in the list of users for the Org (stacked dots menu item on each user in the list). 

This will have a frontend and backend portion that needs to be implemented.
