Introduce a new multi-select parameter `ide_choices` for selecting IDEs to enable in workspaces. Update modules to configure based on selected IDEs, allowing dynamic workspace customization. Add logic to display or start apps based on selected choices, enhancing flexibility in IDE management.

This PR introduces a new multi-select parameter ide_choices to enable dynamic IDE selection in Coder workspaces, allowing users to customize which development environments are available. It replaces the previous approach of enabling all IDEs by default with a configurable system based on user preferences.
