Fixed the broken link and updated the text. The whole page needs an overhaul ideally. I tested the BYOL option on GCP today and it deployed an Ubuntu 22 VM with Coder 2.15.0, so something might be broken with the workflow in https://github.com/coder/packages

Thanks @rowansmithau.
I think we no longer update the older BYOL listing and are only updating the newer purchase through the GCP marketplace listing.
Partnership was working on consolidating the listings to a single one.
