Hello, we've just had some pipelines fail now because it looks like the release system stopped generating windows server 2019 versions (1809).

• See 3.13.3 having the 3.13.3-windowsservercore-1809 tag: https://hub.docker.com/_/python/tags?name=3.13.3
• Then 3.13.4 missing it: https://hub.docker.com/_/python/tags?name=3.13.4

Since this happened on a patch version, it looks like a release chain bug.
