This PR adds SDK driver files for MCXN947 series MCU.
Although TinyUSB project no longer uses this repository, in MicroPython project, mimxrt and possible future ports are still using this.
The drivers are added here to avoid introducing mcux-sdk to the micropython project, which seems has potential unresolved testability issues across different ports.
