Proposed fix

Check more locations where deprecations warnings may show up. users is probably one location worth checking as there are previous examples that may no longer be valid.

I made an attempt in #24986 but it did not pick up the above. I do not really understand why (not). Maybe/probably there is more to it than those locations.
