This PR is strictly to add the NotNull and Nullable annotations to API objects, making it easier for IDEs to be aware of nullability

I would say at least partially. I have not gone through the entire api, just the api objects since that's were data is. @matthewadams what do you think?

I mean, short of examining the entire change list of this PR, I'd agree with you @scottf. Y'all know better than I where these should go. 😊
