PyPy 7.3.20 was released, try using it instead of the nightly builds to make CI more stable

Chuck seemed keen to switch back to a stable release soon in the cross-linked PR, and you're the PyPy expert, so I think we can merge safely.

I've marked this for backport, but am a bit wary of doing so. IIRC, we were still seeing some PyPy errors.
