This fixes bpo-33471.

Repro. code

import locale

print('{:n}'.format(int(1200000)))
locale.setlocale(locale.LC_ALL, 'fr_FR.UTF-8')
print('{:n}'.format(int(1200000)))
print('{:n}'.format(int(12)))
