Example: make ARCHS="arm64 x86_64" OS="13.0" will set arch and deployment_target for both squirrel and librime

Edit(lotem): renamed OS to MACOSX_DEPLOYMENT_TARGET which is clearer and is automatically passed on to librime/xcode.mk.
