If there is no request in stack, we set / as default basePath

I did propose a similar change some time ago but this breaks BC so it won't be done before 3.0. |

Fix PathPackage CLI use by injecting RequestStack instead of Request
If there is no request in stack, we set "/" as default basePath
[FrameworkBundle] Inject RequestStack instead of Request
