Latest release local time does not display the correct time for regions with daylight savings.
(LocalTimeOfRelease from #10823)
For example, the docs display "Monday at 17:00 UTC (12:00 PM EST)" instead of "(1:00 PM EDT)"
Since the time is based on fixed datetime 1970-01-05T17:00Z.
If instead the time was based on the next following Monday datetime, that would be accurate.
