On wikitech, make sysops unable to edit site JS, and then retire contentadmin

sysop can't edit site JS, only interface-admin.

Per the configs (CommonSettings InitialiseSettings), the differences between contentadmin and sysop are that contentadmin lacks:

  • editinterface
  • tboverride
  • titleblacklistlog
  • override-antispoof

then shouldn't all that needs to be done is make everyone who is a contentadmin into a sysop and then drop the group?

Editinterface and the overrides are not things that we want to give to all the fine folks who are helping on wikitech via the contentadmin group. I had forgotten all the details when I was talking with @Jdforrester-WMF on irc which led to this task creation. I'm going to close as "declined".
