Hide "User:" prefix from the global rights log

Description

Currently, local group membership changes in Special:Log/rights do not show the "User:" prefix, but the global ones still do. For consistency, we should also hide the "User:" prefix from the global rights log.

Example:
https://meta.wikimedia.org/wiki/Special:Log?type=gblrights&user=&page=&wpdate=&tagfilter=&subtype=usergroups
