2005 IDW continuity
Colonel Horiuchi contacted the Earth-bound Autobots on an open broadcast, revealing that Skywatch knew their location. Claiming that his views differed from those of Skywatch command, he requested a meeting with the Autobot leader; he offered knowledge of his insubordination as a sign of his good intentions.
Bumblebee duly met with Horiuchi in the desert, where the colonel offered a deal; if the Autobots agreed to hunt down any remaining Decepticons, then Horiuchi would make sure Skywatch ceased their attempts to capture the Autobots. Bumblebee agreed, and Horiuchi gave him and the others badges that would mark them as friendlies to Skywatch forces.
Although the alliance initially went well, Horiuchi then asked the Autobots to capture others of their own kind, beginning with Blurr. When Cliffjumper refused, the colonel revealed that the badges could also electrocute and immobilize those that wore them. The Hanging Sword
Blurr was eventually captured, but he damaged Bumblebee's badge in the process. When Bumblebee refused to turn over Blurr, Horiuchi tried to immobilize him, but couldn't due to the damaged badge. With quick thinking by Ratchet, Bumblebee faked that he did get immobilized, and permanently to boot, necessitating Horiuchi to come to Autobot HQ and replace the damaged badge. The Impossible Knot
With the stress of keeping his activities secret from the rest of Skywatch weighing on his mind, Horiuchi and two of his loyalists traveled to the Autobots' caves. While Lieutenant Klonowski replaced Bumblebee's badge, Horiuchi explained to Ratchet that things were going well, and that the Autobots might be rewarded with their own piece of land somewhere when they were done. Unfortunately, the new badge didn't seem to work either. The Gift Horse
Things were going sour back at Skywatch as well, as people were noticing that Horiuchi and his men were using more energy than they needed, and that their work was getting sloppy. Horiuchi was being confronted by a general when Lieutenant Larsen interrupted, reporting that the Autobots had tricked them about Bumblebee's status. In reality, Bumblebee had left base and found a way to deactivate the Skywatch badges, ending the Autobots' alliance with Horiuchi. Lieutenant Klonowski later implied that Horiuchi had paid him for taking the fall for their activities, thereby keeping his own position at Skywatch. Regardless, Klonowski was certain that Horiuchi would never attempt to deal with the Autobots again. Wings of Wax
