Purpose:
The primary purpose of this role is to oversee the projects entire operations including planning, implementation, and monitoring in accordance with sound business practices to ensure efficiency of resources ensuring that the project is delivered on time and within budget. Responsible to coordinate & manage the implementation of strategic work plans, policies, and schedules for operating these Partnerships with close monitoring of the MSS quality standards and ensuring compliance with USAIDS Rules and Regulations. The Project Director is also responsible to develop and incorporate implementation of the Risk Management Strategy. The Project Director is a key member of the senior management team in Pakistan and is responsible for bringing modern business and marketing approaches to the organisation. The role will be responsible for the commencement of a five year program under USAID funding to improve maternal health through empowering women and couples to make informed reproductive health choices through the services we provide being available, accessible and affordable. The desired effect of the project is to also increase demand and strengthen health systems, improving the equity through social franchising and outreach. In performing these duties, the Project Manager will be accountable in ensuring that all activities are compliant with USAID guidelines. With a deep understanding and sensitivity towards the varying socio-cultural norms of Pakistan, the Project Director is expected to put into practice gender sensitivity and a rights-based approach for client services within the team with their leadership skills. The position also involves international and in-country travel.

Planning:
prepare and obtain approval of five year strategic plan; prepare and obtain approval of each annual project plan including any necessary adjustments; design annual budget with relevant teams and the finance department; plan and schedule project timelines and communicate specific milestones using appropriate and effective tools; ensure that contingency plans are in place throughout the course of the project;

Implementation:

Develop, strengthen and maintain partnerships with private providers, government departments, other NGOs and other key stakeholders to ensure the provision of quality family planning provisions through access to free vouchers in different districts of Sind and Punjab; represent the Marie Stopes Society at external events and be an advocate of the organisation; recommend and improve operational procedures where necessary; monitor project visits by Marie Stopes International team members or other external stakeholders; work with the Country Director in planning strategic business development opportunities or supporting in any short notice business development as requested Quality Control and Compliance: Promote the needs of the client and the importance of providing the client with appropriate support on their options to ensure informed choice on their family planning needs; ensure that all relevant project team members are trained on USAID compliance and understand their implications on operating procedures; quality of care is at the highest standard and monitored through client satisfaction surveys; ensure all initiatives communicated by the medical development teams are implemented in social franchising and outreach; oversee and ensure that regular monitoring of centre and outreach operations are taking place and rectify any issues efficiently and effectively; support project teams with audits and ensure that internal audits are performed to ensure 100% compliance in relevant operations e.g. finance; HR; operations lead and guide team members during external audits and support and up skill team members or USAID monitoring procedures oversee the training of project team members in accordance with the relevant guidelines provided by MSS

Experience:
Extensive experience in managing mid to large scale USAID funded projects at the level of Chief of Party or similar role in other donor funded projects Extensive experience at senior management level within an international organisation; preferably within healthcare or social marketing Experience in managing and developing a large team; building capacity and skill sets; experience in developing training programs and informal development tools to support the growth of individuals on a professional level Strong experience of managing multi-skilled and large teams of professionals with strong technical expertise e.g. medics, monitoring and evaluation professionals Knowledge of healthcare; family planning; social marketing and outreach Good knowledge of USAID programming and compliance (highly desirable) Experience managing the procurement and logistics of commodities to match programming demands (highly desirable) Experience of working in high risk environments and managing crises scenarios particular in reference to clinical, management or legal situations (highly desirable)
