2 Description
This function makes the BTS change the output power according to calculations made in the BSC. This reduces the amount of unnecessary high output power and therefore also the risk of channel interference. The power consumption in the BTS is reduced. The MS repeatedly sends a message to the BTS containing measurements made on signal strength and signal quality within a cell. The BTS sends this and its own measurements to the BSC. The BSC stores this information and together with the parameters given with the command RLBCC it uses a special algorithm to calculate what power level the BTS should transmit on. If the level is different from the previous one, a message is sent to the BTS to change its transmission level.

3 Data Transcript Impacts


3.1 General

This section gives an example of how to implement this function. Please note that the parameter values used here are the systems default settings.

3.2 Traffic DT- BSC Exchangeable Properties


The BSC exchange property STEPLIMDL, Step Limit Downlink, determines whether the fixed limitation for power down control step size shall be activated or not. If a limitation is selected no decrease of the power order will exceed 2 dB.
RAEPC:PROP=STEPLIMDL-0;

The default value is 0 = OFF. The BSC exchange property UPDWNRATIO, Ratio between the speed of Up- and Down regulation, determines the response time for down regulation.
RAEPC:PROP=UPDWNRATIO-200;

The default value is 200%.

3.3 Subfile 85xxx - Cell Data for Sites at Site xxx


Dynamic BTS Power control is performed for both TCHs and SDCCHs. Power control of the SDCCH is enabled with the switch SDCCHREG=ON. The default value is SDCCHREG=OFF.
RLBCC:CELL=XXXX, SDCCHREG=OFF, SSDESDL=70, REGINTDL=5, SSLENDL=5, LCOMPDL=70, QDESDL=20, QCOMPDL=30, QLENDL=8, BSPWRMINN=20;

The command RLBCI activates the Dynamic BTS Power Control settings. If only some of the parameters are to be set it is enough to include only those in the command RLBCC.
RLBCI:CELL=XXXX;

Please note that the algorithm calculating the BTS power level also uses the following parameters: PMARG BSPWR Power margin added to a channel when performing channel change so that the new channel should be picked up easier. This parameter is set in command RLPCC. See function description "Dynamic MS Power Control". Nominal output power for BCCH channels. Set in command RLLOC.

BSTXPWR Nominal output power for TCH channels. Set in command RLLOC.
