Today, President Obama released the Administrations proposed FY14 budget. The Presidents proposed budget provides $28.4 billion in discretionary funds for the U.S. Department of Energy (DOE), an eight percent increase above the 2012 enacted level. This increased funding will position the United States to compete as a world leader in clean energy and advanced manufacturing, enhance its energy security, respond to the threat of climate change, and modernize the nuclear weapons stockpile and infrastructure. The budget request includes the following top-level allocations within the Department: $2.8 billion request for the Office of Energy Efficiency and Renewable Energy o $575 million request for Vehicle Technologies o $365 million request for Advanced Manufacturing o $357 million request for Solar Energy o $300 million request for Building Technologies o $282 million request for Biomass and Biorefinery Systems R&D o $248 million request for Weatherization and Intergovernmental Program o $144 million request for Wind Energy o $100 million request for Hydrogen Technology o $60 million request for Geothermal Technology o $55 million request for Water Power o $36 million request for Federal Energy Management Program $5 billion request for the Office of Science $379 million request for the Advanced Research Projects Agency-Energy $421 million request for the Fossil Energy Research and Development Program $117 million request for the U.S. Energy Information Administration $153 million request for the Office of Electricity and Energy Reliability
New line items: $200 million request for the Race to the Top $2 billion request for the Energy Security Trust $80 million for EERE crosscutting grid integration activities
EERE Highlights: The budget provides $2.8 billion for the Office of Energy Efficiency and Renewable Energy (EERE)
to accelerate research and development, to build on ongoing successes, and to further reduce the costs and increase the use of critical clean energy technologies. Within EERE, the budget increases funding by 75 percent above 2012 levels for development and demonstration of the next generation of advanced vehicles and by 42 percent for the next generation of advanced biofuels and biorefineries. It increases funding by 29 percent for innovative projects to make clean, renewable power, such as solar energy and off-shore wind, more easily integrated onto the electric grid and as affordable as electricity from conventional sources, without subsidies. It more than doubles funding for energy efficiency and advanced manufacturing activities to help reduce energy use and costs in commercial and residential buildings, in the industrial and business sectors, and in Federal buildings and fleets. Other DOE Budget Highlights that may be of interest to ASERTTI members include: Maintains the Presidents commitment to increase funding for key basic research agencies by providing over $5 billion, a 5.7 percent increase over the 2012 enacted level, for the Office of Science. Creates new Race to the Top for Energy Efficiency and Grid Modernization awards to support State governments that implement effective policies to increase energy productivity and modernize the grid, and to make progress toward the Presidents goal of cutting in half the energy wasted by our homes and businesses over the next 20 years. Provides $615 million to increase the use and decrease the costs of clean power from solar, wind, geothermal, and water energy. Investment of $2 billion of proposed mandatory funding for an Energy Security Trust to transition our cars and trucks off of oil. Investment in $20 million (OE) for a new Electricity Systems Hub, which will explore he interface between transmission and distribution systems in the context of a modernized grid. Eliminates $4 billion in annual unwarranted and unnecessary subsidies to the oil, gas, and coal industries, restructuring the plutonium disposition program, cutting low priority and low performing programs, and increasing utilization of existing facilities and infrastructure. Invests $16 million -- an increase of $10 million -- in enhanced energy infrastructure security and energy recovery capabilities.
