The proposed new 285 kms long Wardha-Yavatmal-Nanded (Maharashtra) railway line is passing
through Deoli, Darwha, Digras, Pusad and Umerkhed.

The proposed new line is passing through the areas where no proper transportation and
communication facilities are available.
The land in these areas is very fertile and crops such as cotton, pulses, soyabin, sugarcanes etc. are
grown. But due to lack of proper infrastructure and particularly the lack of rail transportation
network in Yavatmal district, the area remains industrially and economically backward. The farmers
cannot get fair value for their produce and as such remain debt-ridden. This is one of the reasons
that highest numbers of suicides are reported from this area.
However, the area has a huge potential to develop as it has one of the best land and water resources
in the State. Considering this, the plight of people in this area, the need for development to alleviate,
the huge developmental potential and the great business opportunities, the Jinbhuvish Group have
following initiated steps:
2x300 MW Coal based Thermal power plant in the First Phase and 1x660 MW in the Second
Phase at Bijora/Ghanmukh, Tal. Mahagaon, Dist. Yavatmal. The site is located at a distance of 100
Km from Yavatmal and 110 km from Nanded on State Highway MNH-3. The project is supposed
to be completed by in 2017.
In addition, 2 units of 660 MW each are planned to be set-up at Kolura in Talulka-Ner district
Yavatmal.

Sugar factories, which demand transportation of huge quantities of sugarcanes, are also being
set-up in the nearby areas.
Thus capacity of more 2560 MW of thermal power plants is being set-up. This will call for lot of
other ancillary and support industries.
Thermal power plant generates lot of ash and some quantity of very fine Ash. This fine ash is
required for the manufacture of cement. In order to maintain GDP of 8 to 10, the demand of
electricity, cement etc. will increase exponentially. This will necessitate to set-up cement plants
nearby the thermal power project to avoid cost of ash transportation. Cement manufacturing and
manufacture of ash produced items will be a big business in near future.
Since, the area produces good quality of cotton, textile industries and other industries based on
agricultural product are also bound to come up once proper infra-structure is developed.
Key to all the development as above is the Infrastructure and most particularly the railway
Infrastructure!
Recognising the potential, the Government and the Indian Railways have initiated the
Wardha-Nanded-Yavatmal Rail line.
The estimated revised cost of Wardha-Yavatmal-Nanded rail line project, as per Central Railway
construction division, is 1604.93 Crores. When planned in 2006-07, the estimate was Rs. 697 Crores.
The project has the potential to earn revenue as follows through coal transportation of Jinbhuvish
Group Projects.

Apart from this, Wardha, Yavatmal and Nanded are the district places where students from nearby
areas travel for their higher studies. Wardha and Yavatmal have Medical colleges. Yavatmal and
Nanded have existing airports. Nanded is the second holy place for Sikh community. The proposed
rail line will directly connect Nanded with Eastern Railway corridor via Wardha. This will boost travel
industry in this area.
There is a growing concern in the government about the poor state of the Railways finances and its
inability to clear the huge backlog of investments in projects considered vital to the countrys
economic growth. The delays in the commencement/completion of these projects has been caused
by shortfall in the Railways internal revenue generation and the governments own fiscal constraints.
Budgetary Fund provision for Wardha Yavatmal Nanded Rail project has been started since 2008-09
and year-wise fund allocation is as follows. Considering total cost of the project, it appears to be very
meager.

The Public Private Partnerships (PPPs) option to complete this rail project can also be considered.
The choice of contract form may be a combination of various contract forms under PPP model can be
discussed with the specialised agencies.
