ETELM has introduced its Secure VPN Tetra system allowing secure, virtual partitioning of its Tetra
User Database; so that Virtual Closed User Groups may be partitioned over a single Tetra Network.
This application is an administration tool for managing and updating VPN configuration data. Using
the ETELM VPN Manager, different user organizations are assigned their own virtual networks
(Virtual Private Network, VPN) in respect of the address space of the user data (Short Subscriber
Identity, SSI). This is made possible by segmenting the SSI address spaces and assigning them to
the respective VPNs.
The System implements a secure VPN Server and VPN clients on every Operator, allowing multiple
Departments/Companies to utilize the same Network without fear of outside interference or calls be
listened to by un-authorized parties.
Different user organizations are assigned their own VPN via the ETELM VPN Manager. For this
purpose, the totally available SSI address space (Short Subscriber Identity, SSI) is segmented and
centrally managed. In this way, multiple user organizations can operate independently of one
another in one and the same radio network. The object of the VPN concept is the limitation of the
inter-VPN communication between different user organizations.
In this way, the user organizations can selectively authorize the communication with subscribers
and groups of other VPNs. The VPN-specific SSI spaces are configured with the aid of the ETELM
VPN Manager. Equally, collaborations (inter-VPN communication) and collaboration rules for interVPN communication will be defined. The corresponding VPN-configuration parameters are
managed in a table in the ETELM VPN Manager database.
ETELM VPN system supports up to 10,000 Subscribers & 200 Groups per VPN.
ETELM VPN system supports End to End Encryption as an option.
The Partitioning of Organizations allows Operators to be dedicated to each virtual network thereby
being permitted to access or change Users within its own virtual network.
Define for each VPN a unique VPN Operator, and configure his privileges
Set limits per VPN for access to Network resources and services
Define the maximum no. of Subscribers and Groups in each VPN that can use
each type of authorized service or resource
The capability to define selective or global inter-VPN calling rights for the VPN
Operator, or for Subscribers and Dispatchers within the VPN.

Create, delete, activate or deactivate Subscribers and Groups within his own
VPN, and to set their Profiles within the overall limits set by the VPN Manager.
The possibility to define calling rights between Subscribers and Groups subdivided into separate Nested VPN under his command.
Common E2EE key for those Subscribers, Dispatchers or VPN Operators with
inter-VPN calling rights.
