Curriculum development is understood as a process implying a wide range

of decisions concerning learning experiences, taken by different actors at
different levels, i.e. politicians, experts, and teachers at the national,
provincial, local, institutions and also international levels.

Curriculum development has a broad scope because it is not only about the school, the
learners, and the teachers. It is also about the development of society in general.
Curriculum development is defined as planned, a purposeful, progressive, and systematic
process to create positive improvements in the educational system. Every time there are
changes or developments happening around the world, the school curricula are affected.
There is a need to update them to address the societys needs.

==========

Second-language curriculum development has become increasingly complex

since the advent of communicative language teaching during the 1980s. In
various countries, school curricula increasingly take into account learners
present or predicted communication requirements, the kinds of things they are
likely to want to say, read, or write in the target language. Communicative
intentions replace grammatical forms, and communicative competence is the
overriding objective of instruction (Hessische Kultusminister, 1980, p. 23). The
Scottish modern language syllabi that evolved from an earlier pilot known as
GLAFLL1 provide for the simulation of authentic language-using situations with
ongoing pupil input (Scottish Examination Board, 1987).

the learner or curriculum").
