Need To and Have To

Modal verbs like have to, need to, and need are used to express obligation or necessity. Have to is used in the present and future tenses to talk about something that is required or compulsory. Need to can function as either a main verb or modal verb depending on its use. As a main verb it takes the same tenses as have to, while as a modal verb it is used in the present tense with forms like needn't to express lack of necessity. These modal verbs help convey whether something is obligatory or optional.
