1.0 INTRODUCTION

General

Director General Naval Project (DGNP) Visakhapatnam requested Department of Ocean


Engineering, IIT Madras vide DG/8916/XZ/37/E2 (D) dated 30th Jan 2017 to take up engineering
consultancy for the Augmentation of Shore Support Facilities at jetties X & Z at Ship
Building Centre at Visakhapatnam and other structures such as utility building, services,
approach roads, service ducts, underground service accommodation, DG building platform for
DM water tank. The project is being planned to be executed through Design and Build contract.

2.0 BROAD SCOPE OF CONSULTANCY

I. Preparation of concept/scope of project ,

II. Design basis report for approved scope of work including Bill of Quantities
(BOQ).

III. Assistance in preparation prequalification of contractor/bidders and bidding


documents for Design and Build Contract on T bid and Q bid system,
Evaluation/Vetting of T bid for comparison of design and technical proposal
submitting recommendations during TEC based on final design concept
parameters and specifications.

IV. Assistance during Techno-economic evaluation of Q bids.

V. Preparation of functional design and block cost estimate for Diesel Generator
building, supporting platform for DM water tank and underground service room.

VI. Association and execution for quality control and revisions due to unforeseen/
geotechnical requirements.

3.0 SCOPE OF WORK OF THE BIDDER

a. Perform soil investigation and the design and construction of the structures listed
below to conform to actual soil investigation report.

b. Strengthening and extension of the existing connecting platform at Jetty X after


ascertaining the stability of structure to carry a live load of 5T/Square meter.

c. Dismantling of existing deck elements.

d. Cutting of piles of the existing jetty where required.

e. Introducing additional piles where required for the strengthening and extension of
the connecting platform.

f. Construction of proposed connecting platform with covered shed matching with the
existing structure in size & shape and in line & level of adequate size to provide a
clear opening of 15.7m X 10m from Jetty X to the connecting platform.

g. Providing new stanchions to erect the covered shed.

h. Providing covered shed with Galvalume roofing over the strengthened and extended
portion of the connecting platform.

i. Provision of 25T capacity Capstan on the connecting platform.

j. Dredge level to be maintained at (-) 15m CD inside the covered shed area.

k. Construction of shed for DG building, supporting plat form for DM water tank,
underground service gallery accommodation.

4.0 SITE LOCATION


4.1 LOCATION OF THE PROPOSED AND EXISTING CONNECTING PLATFORM
The existing jetty and proposed jetty of Navy is located inside the Visakhapatnam Port.
Director General of Naval Projects is located on the East coast of India midway between the
cities of Chennai and Kolkata. The time zone is GMT +5:30.

5.0 PROPOSED STRUCTURE

5.1 GENERAL
The proposed connecting platform at the jetty is a pile supported structure of total size
approx 24.7m x 42.00m at deck level which includes strengthening of existing platform of 8.6m
x 42.0m. The existing connecting platform deck slab will be dismantled and the same shall be
constructed to match with the new jetty, along with a 25 ton capacity capstan. New utility
building with plinth area of 975 Sqm is to be constructed after demolition of existing structure. A
DG building platform is to be constructed with galvalume sheet roofing for 04 nos of 3.24 MVA

DG sets for 30m X 25m. DM water plant platform for tank of size 8m X 8m above 1m above
G.L. to carry a load of 5T/m2. An underground service gallery accommodation is to be
constructed to house 04 nos of servo transformers and 02 nos of stabilizers. The location of the
proposed structures mentioned above should be as per the given site plan unless otherwise
specified.

5.2 EXTENSION AND STRENGTHENING OF CONNECTING PLATFORM OF


JETTY.
It is proposed to strengthen the existing connecting platform, the methodology consists to
dismantling the existing connecting platform by way of breaking the deck elements viz. deck
slab, beams and cutting of the bored cast in-situ piles up at 1m below CD to facilitate
construction of the new structural elements. The general arrangement of the proposed connecting
platform is shown in Fig 4. It is proposed to construct a new connecting platform deck of size
about 24.70m x 42.00m to match with the existing platform. The proposed platform will be a
deck slab on beams supported on bored cast in-situ piles.

Stanchions similar to existing stanchions shall be provided (tentatively 4 nos on land side and 5
nos on sea side). Four different pile muffs has been proposed as given in Fig: 4. Piles of jetty X
may be utilized for the extension part of the connecting platform if required. The existing pile
location has been provided based on available drawings. The existing pile locations will be cross
checked by Bidder at the time of construction and if necessary suitable modification in design is
to be made.

A covered shed with truss shall be provided on the connecting platform extending from the
existing covered shed, which will match the size, shape and design of the existing covered shed.
The gable end of the covered shed will be open. The existing 5T capacity of EOT crane should
be able to move freely into the proposed covered shed. The EOT crane will run on the Gantry
Girder and is in turn placed on the stanchion. An clear opening of 15.7m between the stanchions
and 10 meter height from the deck level of jetty X is required on land side for entrance as per
user requirements. The covered shed will be provided with galvalume sheet roof. As per IS
800:2007, painting is recommended for the cover shed.

The finished level of the connecting platform deck is to be maintained at (+) 4.85m to match the
level of existing connecting platform. The general arrangement of proposed connecting platform,

piling arrangement, covered shed are shown in the drawing IITM/OED/DGNP/X-Z/1003. The
connecting platform has to be designed for a live load of 5T/square meter. Before undertaking
design/ construction EPC, contractor shall have to make a detailed survey of existing piles.

5.3 UTILITY BUILDING.


It is a framed structure of Ground floor plus three (G+3) floors and will be designed for
G+4 floors for future expansion of the building. Foundation proposed for the utility building is
pile foundation. Ground floor is to house two EOT cranes of 2T with a hook height of 5.5m.
(Min 8.5m clear height of the floor is desired to house this crane). The height of the ground floor
should be confirmed from the crane manufacturer also. First floor of the building height will be
7.0m. Both ground and first floors are to be designed for a live load of 5T/m2. Second & third
floor shall have 5.0m height and have to be designed for a live load of 2T/m2.
Necessary water tanks for sanitation purpose on top of roof shall be provided. The existing
building is to be demolished and the proposed building is to be designed as per the tentative plan
as shown in Fig: 7.The existing structure is supported on piles as informed by client. The plinth
area of the proposed building is to be 975 square meter approx for each floor. The building
consists of 2 numbers of EOT cranes of capacity 2T each in the ground floor and transformer,
chiller, bar compressor, nitrogen filling station and control station.
The details of the location of piles of the existing structure are not available. If necessary the
column / pile size and locations can be suitably changed by designers considering existing pile
layout during execution conforming to technical and structural requirements which will be
affirmed by IITM. The building shall be designed for accommodating the functional requirement
of user. The tentative plan of the building is furnished in Fig: 7. The existing piles at the location
shall not to be used.

5.4 PROPOSED DG BUILDING AND PLATFORM FOR DM WATER PLANT:


A DG set shed is to be constructed and it should be able to house four Nos of 3.24 MVA
DG sets in an approx area 30m x 25m. The structure shall be supported on pile, the plan and the
sectional detail of the slab is as mentioned in Fig: 8 & Fig: 9.
A platform of size 8m x 8m and 1m above G.L for DM water tank is to be constructed. It should
be able to take the load of a DM water tank of size 5m diameter and 6m height. The platform
shall be of approx 300mm thick slab as mentioned in Fig: 10 & Fig: 11.

5.5 UNDERGROUND SERVICE GALLERY ACCOMMODATION


The functional requirements of the underground service gallery accommodation will be given in
Annexure1 to this report which will be provided before the Pre-bid meeting.
Tentative dimensions are follows

Height of the structure 5m
Roof level below GL
Structure to house 04 x transformers and 02 x stabilizers
Block dimension of each equipment 2.5m x 2.5m x 3m
Min clearance from walls 1.5 m and between the installations 1.5 m
Note : (Bidder to confirm all the above dimensions from Annx 1)

6.0 STRUCTURAL ARRANGEMENTS

It is proposed to have the following tentative dimensions:

7.0 MATERIALS AND COVER


7.1 CEMENT
For all structural elements, PSC conforming to IS: 455-2015 shall be used.

7.2 REINFORCEMENT
High Yield Strength corrosion resistant deformed bars of grade Fe 500 D conforming to
IS: 1786 shall be used.

8.0 DESIGN LIFE:


The design life of the facility is 50 Years.

This maintenance system of the structure is as follows:

o Frequency of inspection & Repairs of work: 5 years

o The design life of the fender is 10 Years

o The design life of the Bollards is 10 Years

o The design life of the Ladders is 5 Years

9.0 DESIGN LOADS:

a) Dead Load:
Selfweight of the structural member is taken as the dead load.
Density of Concrete is assumed as 25kN/m3.
b) Live Load
Live load - 50kN/m2
c) Crane Load:
The Crane load considered for the covered shed is 5T (50kN) and the utility building is
2T (as required by the client).

9.1 SEISMIC FORCE:


Seismic force is calculated according to IS 1893-2002, considering 100% dead load+
50% live load as acting on the structure. As per IS code, Visakhapatnam is under (Zone II) and
the basic horizontal seismic coefficient is calculated accordingly.

11.0 ANALYSIS METHODOLOGY:

The structure is a piled structure with covered sheds. The loads shall be applied as per the
guidelines of IS codes. The critical load case will be considered for the design. The P- analysis
shall be carried out.

12.0 DESIGN METHODOLOGY:

The various components of the structure shall be designed according to various standards
listed in the section 10. All the elements will be designed as per Limit state of collapse and
checked for Limit state of serviceability.

12.1 DEFLECTION:
Deflection due to all loads including creep and shrinkage should not exceed = span / 200
as allowable Deflection in lateral direction (steel table IS 800-2007, table 6) and also as per crane
vendor requirements.

12.2 CRACK WIDTH:


Crack width is to be checked in accordance with IS 4651-2014 & IS 456 Clause 35.3.2.

13.0 PILE FOUNDATION:

Design shall be carried out considering soil parameter at structure location. The static
capacity of the pile shall be derived based on IS 2911 part 1/sec-2:2010.
Following points shall be taken in to consideration when designing the piles:

a. Pile geotechnical capacity calculations shall be calculated as per IS 2911


guidelines for bored cast-in-situ RC piles.

b. A minimum spacing of 3 times the diameter of pile is to be maintained between


piles to avoid pile group effect. If it is not possible, the piles are to be checked for
group effect and reduce the allowable capacity accordingly.

c. The main pile should have liner up to top of weathered rock.

d. Reinforcement detailing shall be as per IS 2911 guidelines.

e. The allowable load Qap on the pile is given by the equation

15 METEOROLOGY-OCEAN DATA

15.1 WIND DATA

The north east monsoon period is from end November to end February with
predominantly north easterly winds.
The pre-monsoon period is from March to May usually, the period of the year when
the winds shift towards south westerly direction.

The south-west monsoon is from middle of May up to middle of October with


predominantly south-westerly winds and cloudy weather and the rainy season.

The post monsoon is from middle of October to end November with variable
weather.

15.2 TEMPERATURE.
Temperature

The mean daily maximum and minimum temperatures are about 31 oC and 23.5oC
respectively.

15.3 HUMIDITY
The humidity is comparatively high and fairly uniform during the year. The mean
daily relative humidity over a year is about 76% at 0800 hours and 72% at 1700 hrs.

15.4 RAIN FALL


The wet season at Visakhapatnam persists mainly during the south-west monsoon
and slightly before and after this period. September and October are the wettest
months of the year with the average rain fall of about 170 mm and 260 mm

respectively. The average annual rainfall is around 975 mm. The average number of
rainy days per annum is 50.

15.5 VISIBILITY
The visibility is good throughout the year, as fog is infrequent at sea in all seasons.
The highest monthly average duration recorded fog is 0.1 day in some months from
December to May.

15.6 CURRENT DATA


From February to June, off shore current flow towards north east. From August to
December, currents flow towards south-west.

15.7 TIDAL DATA


The tide levels from Chart Datum at Visakhapatnam port are given below

Highest High Water Level = (+) 2.38 m


Mean High Water Level Springs = (+) 1.50 m
Mean High Water Level Neaps = (+) 1.10 m
Mean Sea Level = (+) 0.80 m
Mean Low Water Springs = (-) 0.10 m
Mean Low Water Neaps = (+) 0.50 m
Chart datum = (-) 0.0 m
Lowest Low Water Level = (-) 0.55 m

15.8 SEA WATER SALINITY


The sea water salinity at Visakhapatnam coast varies from a mean of about 25%in
January to mean of 29 % in October. The salinity varies from a mean of 24.4 % in
November to a mean of 34.2% in April.

16.0 SOIL DATA

Soil investigation was carried out previously for construction of building/ jetties and
other related structure at DGNP B site and it was carried out during December 2001 by Andhra

University, Visakhapatnam. The firm had conducted land boreholes and marine boreholes at
various locations. The details of these boreholes are available for reference. Among the marine
bore holes furnished, the borehole number 11 is very near to the proposed site, and hence the
same is considered. The soil data are furnished below.
The soil data in respect of borehole number 11, indicates that from (-) 16.5 to (-)
19.5mCD is stiff clay, (-) 19.5 to (-) 27.5mCD is brown clay, (-) 22.75 to (-) 28.00m CD is sand
and from (-) 28.00 to (-) 29.00m CD is soft disintegrated weathered rock. Contractor shall carry
out soil investigation a fresh at the time of construction and verify with the existing data
available. The samples collected shall be indicated with levels in CD.

17.0 ANALYSIS

A detailed analysis of the building shall be done using finite element package program
STAAD PRO. The loads considered in the analysis are dead load, live load as per IS: 875 Part I
and II and wind load as per IS: 875 Part III. Seismic analysis is done as per IS: 1893-2002. In

the analysis, the beams and columns are modeled as frame elements. The steel columns are
assumed to be rigidly connected at the top of the pedestals at one side.

18.0 SUMMARY:

This report gives sufficient Data for analysis, detailed design and preparation of detailed
drawings for the construction of the following under the design and build mode of contract
a) A connecting platform of approx size of 24.7m x 42m

b) Covered shed over the freshly build connecting platform

c) Utility building of approx plinth area 975 m2

d) Diesel Generator building of 30m X 25m

e) Platform for DM water tank of size 8m X 8m

f) Underground service gallery accommodation

This is a preliminary design based on the available data. The bidder shall satisfy himself with the
site condition & available geotechnical data and should propose his actual design in detail. The
design proposed during the tender by the bidder will be scrutinized by IIT Madras in concurrence
with all relevant codal provisions for technical adequacy.
The successful bidder has to reconfirm the design during execution for geotechnical adequacy
based on the fresh soil investigation done by him through IITM.
