Arshad has more than twenty years of diverse experience in the development and humanitarian
sector, with expertise in: project/ program management, program design, strategic planning,
leadership, emergency preparedness and response, building coalitions and partnerships with
international and national organizations. He has worked with CARE International, Mercy Corps,
BirdLife International, Child Advocacy International, and also consulted with ILO. With extensive
experience of emergency and development programming, Arshad is member of CARE Internationals
Standing Team for Quality and Accountability, Asia Regional Program Leadership and International
Roster for Emergency Deployment (RED), and chair of decision making committee for selection of
implementing partners at CARE. He has successfully secured funding from ECHO, USAID, BMZ, OFDA,
EC/EU, DFATD-IHA, Start Fund, CHAF, ROTA, PRM etc. total worth of more than US$150 million.

Having more than 15 years experience at senior management positions, Arshad has led both
programmatic and financial decisions, strategic planning, organization development, institutional
strengthening, program development, strategic partnerships etc. His strengths include analytical
skills, project cycle management, multi-tasking, developing management systems, peoples
management, problem solving, and donor reporting. He has successfully led teams to deliver
projects of services delivery (health, education, women empowerment, food and nutrition security,
infrastructure development, complaints handling), advocacy, emergency preparedness and response.
He has successfully managed projects funded by USAID, EU, OFDA, DFID, BMZ, SDC, Start Network,
ECHO, Canadian DFATD/IHA, US Govt., JICA/JPF etc.

On emergency deployment to Philippines, Arshad successfully delivered food, shelter and livelihood
program for Typhoon Yolanda in the Eastern Visayas areas. Developed local team in initial days and
successfully led the team having national and international staff. In Pakistan, he has managed
emergency response/ recovery projects on education, food, NFIs, WASH, emergency health,
livelihood recovery through seeds distribution and cash for work. He has experience of direct
implementation as well as programming with implementing partners.

Arshad has good communication skills, he has edited/ produced regular publications. He represented
organizations at various national and international forums. He is part of Task Team to set up
Bangladesh Start Fund providing in-country support to Start Fund UK, and representing CARE on
Bangladesh Start Fund Steering Committee. Arshad holds Masters degrees in Statistics & Project
Management, Post Graduate Diploma in Women Studies and completed Social Enterprise
Management Program from LUMS/McGill.

Assistant Country Director Programs
CARE Bangladesh Dec 2014 to present

Leading CARE Bangladeshs 6 programs with an annual portfolio of US$ 25 Million. The programs
include: Extreme rural poverty, women empowerment, urban poverty with cross cutting programs of
emergency preparedness and response, health, resilience, governance, and private sector
engagement. The program strategies and approaches include direct service delivery, inclusive
governance, climate change adaptation, knowledge management and learning, advocacy and
networking. My role include providing strategic guidance for program management, leading program
design, quality implementation, relationship management with CARE confederation members, INGOs
and donors, partnerships development with local implementation partners NGOs. I directly supervise

In the role of Director Programs, I led implementation of Gender and Governance Program with 4
sector teams including; health, education, economic empowerment, and emergency preparedness
and response. I managed financial and staffing matters, and programs strategy development. To
pursue the program objectives used multiple strategies; advocacy, improved governance, community
mobilization and supporting service delivery. My role included, providing strategic guidance in
program design, quality implementation and partnerships matters with local implementation
partners NGOs. Beside the major role of leading projects implementation, I worked with teams for
DRR mainstreaming, contingency planning for emergencies, engagement with external stakeholders
including donors, incorporating lessons learned in future planning and project/ program decision
making. Headed Program Unit of more than 50 staff working at 4 different locations. Staff hiring
including approving JDs, approving shortlists, interviews etc., performance management of staff of
my unit with support from the HR unit. Developed program concepts, proposals and budgets, wrote
successful emergency and development programs funding proposals for ECHO, BMZ, EU, DFATD-IHA,
ROTA, PRM etc. total worth more than US$10 million. Led relationships with implementing partners,

Team Leader, 2007 Flood Emergency Program

Led flood relief and rehabilitation program in 6 flood affected districts (Jaffarabad, Naseerabad, Jhal
Magsi, Bolan, Qamber Shahdad Kot, and Larkana) of Sindh and Baluchistan provinces of Pakistan. The
response and recovery program received funding from DFID, UNICEF, Western Union, GATES
Foundation, OFDA/USAID etc. The program included: distribution of food and non-food items, supply
of drinking water to displaced population, dewatering, health & hygiene promotion, livelihood
recovery through seed distribution and Cash for Work programs, and rehabilitation of water
infrastructure.

Project Manager, DIPECHO Project

Led implementation of ECHO funded disaster preparedness project in ten villages of Tehsil Bela,
District Lasbela, Baluchistan including; integrated disaster preparedness activities, social mobilization
and finance & administration. My role included; planning, execution, and monitoring of project
outputs; completion of mitigation works (flood protection measures, drinking water interventions,
early warning systems, rainwater harvesting), capacity building of communities and advocacy

Led five teams of programs stream, developed strategies for consumer information and mobilization,
channelled consumers complaints to improve governance, also introduced public level membership
