2. TITLE
The Title of the SOP is the Worst Cell Analysis.

3. PURPOSE
The purpose of this document is to standardize the procedure involved in Worst Cells
Analysis. It serves the following purposes:

1. Identify the cells performing worst in the network so as the network Quality can
be maintained.
2. The cells identification lead to maintain the KPIs to achieve KPI targets for the
engineers.
3. It helps in achieving the set Quality KPI Targets.

4. SCOPE
Worst Cell Analysis is one of the Key Objectives of Optimizer. The scope of this
document is to highlight various steps in order to carry out the analysis and to propose
recommendations for rectification of poor KPIs. Thus, maintaining/monitoring and
improving the network QoS.

Maintenance/monitoring is done on daily basis to encounter any day to day


issues which comes normally in the form of operational or externally affected
problems.
Improvement in the network is a long process and contains mostly RF related
issues which requires subsequent amount of time to analyze and resolve the
problems. Therefore RF worst cell analysis is not done on daily basis but selected
problematic cells are analyzed on fortnightly basis.

5. RESPONSIBILITY
1. A daily automated worst cell list is generated via Huawei PRS PM reporting tool
containing number of important network KPIs such as CSSR, DCR, HSR, blocking,
external interference etc.
2. The report is automatically floated to all the regional teams.
3. For maintaining the KPIs optimizer analyzes the cell and necessary steps.

6. PROCEDURE
Following is the step-wise procedure to cater for Worst cell analysis

Daily Worst Cells


1. The Worst Cell report is circulated to the relevant RF Optimization teams via
email so that they may analyze the worst cells for last day and work on them to
cater any operational or externally affected problems.
2. Upon reception the relevant RF Optimizer will look in to the areas cells present
in the worst cells list and decide if the worst cell appearing requires any urgent
action depending upon the nature of the issue depicted in the Worst Cell Report
and KPI value.
3. After analyzing the stats and figuring out the issue, the relevant department will
be informed regarding the issue and its early rectification. Ticket will be opened
in case if the issue is related to AN(Access Networks) OPS via RFO BSS tracker
while email will be sent to NSS, RFP and GR (other Dept.) if the issue falls in their
domain. RFO will take action in case the issue is in its domain.
4. In case of AN OPS related issue, RFO manager takes an update on daily worst
cells by accessing the daily opened tickets in BSS tracker
5. In case of any issue related to RFO, NSS, GR and RFP, RFO manager is updated via
email.
6. RFO will vet and close the issue after getting the update of issue resolution from
the relevant department.

Fortnightly Worst cells


1. A fortnightly regional worst cells list is generated via email after processing last
15 days BH stats containing CSSR, DCR, HSR, RQI_UL and RQI_DL.
2. A total of 20 worst cells will be assigned to each engineer. Contribution of
different KPIs in the 20 worst cells, count may vary depending upon the worst
KPI list.
3. Upon reception the relevant team member will thoroughly investigate and
analyze the cell from all RF/BSS aspects and will implement the
recommendations to improve the KPIs.
4. RFO manager will be updated in every fortnightly meeting regarding the progress
of the worst cells issue resolution.
5. At any point in time each optimizer will carry 20 worst cells. The resolved cases
will be closed and replaced by new worst cells after every fortnightly meeting.
The opened cases will be carried forward in the next 15 days.
6. Cells with worst KPIs due to certain bottle necks will be parked after detailed
analysis and new worst cells will be added in their place.
7. Cases will be closed after identifying improvement in KPI values.

7. ACTIONS TO BE TAKEN:
1. After the completion of the worst cell analysis, if required discussed the most
critical KPI with the respective manager/team lead.
2. The responsible engineer then investigates the short listed worst cells and
generates the WAP for necessary actions.
3. To benchmark the actions carried and to send the report to the manager.
